Job Description:

Under the supervision of the Executive Director, Affiliate Operations, the Director, Network Services will be responsible for supporting the operations, communication, as well data and connectivity strategies within the Network. This position will assist the Executive Director, Operations with network operations and performance management in an effort to support the needs of the Provider Networks in the Southern California Region.-- In addition, the Director will act as a liaison for the Affiliate Operations Department with all Providence St. Joseph Health Central Services for the Los Angeles and Orange County areas of the Southern California region.---- -- --Essential Values-Based, Leadership and Management Competencies: Demonstrates competencies in line with the four core values that are the foundation of all activities performed by management employees in order to achieve the Mission of the St. Joseph Health System.--Dignity:-- -- -- -- -- Demonstrates competence in communication, interpersonal relations and leading courageously.--Excellence:-- -- Demonstrates competence in continuous improvement, continuous learning, accountability, teamwork, motivating and developing others, problem-solving and decision making, displaying financial understanding, managing daily operations, and demonstrating business / job specific knowledge.--Service:-- -- -- -- -- Demonstrates competence in customer/patient focus, adaptability, and shaping change.--Justice:-- -- -- -- -- Demonstrates competence in community orientation, stewardship, and strategic planning and action.--As defined on the attached Values-Based Competency Model Form.--Essential Functions:Network Accountability:---- -- -- -- --Recommends strategy with the Executive Director, Affiliate Operations and implements Provider contract terms, incentive plans and rates based on identifiable opportunities to enhance revenue, reduce costs, and limit financial risk.---- -- -- -- --Monitors contract performance by analyzing rate structures, utilization trends and profitability. Maintains a consistent process and timeline for evaluating contracts based on recommendations of the providers or changing needs to of the environment. Keeps local Councils and Executive Director, Affiliated Network informed of and proactively resolves provider issues, which arise.---- -- -- -- --Communicates with Regional Contracting and the NSS (Network Support Services) according to current policies and procedures. Works closely with the Finance Department and Regional Contracting to establish contracting parameters, revise existing parameters (when necessary), and develop acceptable rates and specific contract provisions to meet needs of the Foundation.Lead, coordinate and attend Local and Regional Council Meetings as needed.--Department Administration---- -- -- -- --Recruits, selects, trains, disciplines, discharges and develops staff competent to achieve Affiliate Networks goals and objectives.---- -- -- -- --Supervises Department Staff. Conducts staff meetings and provides staff with standards of performance, informing them of job expectations.-- Oversee staff performance and provide appropriate and timely performance evaluations---- -- -- -- --Develops and maintains effective working relationships with other Heritage departments, NSS, and Provider Network departments to ensure overall operational needs and concerns are addressed promptly and effectively while assuring access to quality of care and service and promoting cost effective delivery of health care services.---- -- -- -- --Develop, maintain and modify policy and procedures related to operations of the department to ensure strategic objectives and enhancements in workflow.Utilizes knowledge of benefit plans and contractual information to promote appropriate quality, cost effectiveness care for patients who meet referral and case management criteria.--Additional Responsibilities:--Assists and supports Medical Directors and Affiliated physicians with operational issues.Performs analytical analysis and special projects that may be assigned by the Executive Director, Affiliate Operations and Executive Management Team.Serves as a resource for contract interpretations with Finance Dept., Business Analyst, and Claims resolutions.Preparation and management of annual operating budget with variances reported to the-- ED, Affiliate Operations on a monthly basis---- -- -- -- --Performs all other duties as assigned.
